Proceedings of the first Civil Service Forum held in Paris, France, October 23-24, 1997

The main objective of the forum was to help central and eastern European countries develop policies to support comprehensive training delivery in line with organisational absorption capacities and reform needs. The book compromises most of the papers presented together with invited dialogue from participants. The first section looks at the challenges for civil service systems and the role educational and training institutions play in responding to various developments and needs in the countries. The second section is devoted to training and career management. The third section looks at resource development planning for the civil service.
