Contributors to this book have explored different aspects and dynamics of implementation, including factors governing its success and failure. These contributors offer assessments of public management reforms, along with the capacity to implement these reforms, in local governments in the region; in case studies of contracting out emergency medical services in Estonia; in the analysis of local government employee training in Kyrgyzstan, and in a case study of the role of performance measures in implementing health care delivery in Slovakia. In addition, contributors have focused on the preparatory stage for implementation when asking the question of what politicians expect from the public bureaucracy and what the public bureaucracy offers them in order to make informed decisions that prepare governments for implementing individual policies. The results from the research in Macedonia include some reflections on "evidence-based policy making” and their relevance for successful implementation in CEE. Similarly, the comparative research on the use of regulatory impact assessment in Slovakia, Estonia, Hungary and Macedonia provide reflections on this tool, in relation to implementation quality. Finally, the contributors have looked at the role of advisors in the implementation process in a case study from the Polish environment.
