The new project"Capacity Building of Caucasus Academic Public Administration Programmes on the basis of EU Administrative Principles supported by the International Visegrad Fundwill help to share the knowledge and experiences of V4 and Caucasus countries in Public Administration the teaching, training and research necessary for institutional and administrative capacity building, based on EU administrative principles, which include the rule of law, efficiency, effectiveness, openness, transparency, integrity and citizens’ participation. The project outcomes will facilitate the reform processes in the Caucasus region, preparation for EU integration and regional cooperation and awareness of the importance of Public Administration performance.

The representatives of the coordinating institution NISPAcee, Caucasus institutional partners LTD Caucasus University (Georgia), Russian-Armenian (Slavonic) University (Armenia), Khazar University (Azerbaijan) and Visegrad individual partners met for the first time on May 21, 2014 in Budapest, Hungary during the 22nd NISPAcee Annual Conference.

Within the project workshop the leading project expert, Mr. Juraj Nemec (Slovakia), introduced the developed draft of the Guidelines for monitoring and analysis of existing PA programmes in Caucasus and proposed a process for monitoring and evaluation. The representatives of the Caucasus partners, Mr. Sergi Kapanadze (Georgia), Ms. Ani Avetisyan (Armenia) and Mr. Mukhtar Hajizade (Azerbaijan), commented on the proposed guidelines and presented the first monitoring results from their countries. The preliminary aforementioned results and evaluating process were discussed by all project partners and it was agreed that the final guidelines would be developed by the end of May 2014.

In the framework of the discussions which followed, the project partners discussed the next steps, responsibilities and timetable for the planned project activities. Ms. Ludmila Gajdosova invited them to participate in the 22ndNISPAcee Annual conference sessions and to consult on the issue of capacity building of Public Administration Programmes in the Caucasus region with the main European actors and experts who participated in the conference.
