Presidency of the Council of the EU:

Conferences of the Lithuanian Public Administration Training Association

The Lithuanian Public Administration Training Association (LPATA), a voluntary union of civil servants‘ training and education institutions, which assesses the current importance of the Lithuanian Presidency of the Council of the European Union (1st July-31st December, 2013), organises two international scientific and practical conferences. The conferences are also significant for another reason i.e. 2013 is the 15th anniversary of Association.

The first conference "Presidency of the Council of the EU: challenges for the improvement of public governance” (June 26-27, 2013, Vilnius, Lithuania) was organised jointly with NISPAcee, in cooperation with the most important universities of Lithuania: Vilnius University, Vilnius Gediminas Technical University and Mykolas Romeris University. The conference venue was chosen from one of the LPATA member’s institutions – Vilnius University, the oldestUniversity in the Baltic states and one of the oldest in Eastern Europe, which was founded in 1597 by the King of Poland and the Grand Duke of Lithuania- Stephen Batory.

On the first day of the Conference presentations were made by high level government representatives – Ministers, Vice-Ministers, Heads of Institutions responsible for governance and the civil service: Ministry of Interior, Ministry of Finance, Civil Service Department under the Governance of Lithuania, Professors of the main Universities in Lithuania and foreign visitors.

One of the Lithuanian Presidency proposition is "The EU supports the political, economic and social reforms taking place in Eastern neighbourhood countries, and is strengthening relations with these countries”. Therefore, it was very important that participants from Belarus, Ukraine and Russia participated in the conference.

The second day of the Conference was dedicated to roundtable discussions in selected Institutions: Vilnius Gediminas Technical University, Department of International Economics and Business Management Mykolas Romeris University, Institute of Public Administration, Public Institution "American English School”, Training Centre of the Ministry of Finance and Training Centre for Civil Servants and Local Administration "Dainava”.

At the end of the Conference all participants were invited to collaborate and participatein integrated international projects (mostly intended for the training of public servants, and the development of administrative abilities, etc.); to "build bridges” between the countries of the EU and those of the Commonwealth of Independent States; to share experiences and achievements in the area of Public Governance with the Association and its members; to exchange "best practice” in response to Public Governance challenges in the 21st century and to participate in the second conference "Presidency of the Council of the EU: accumulated experience of networking and international cooperation” organised by the LPATA on November 21-22, 2013, in Vilnius, Lithuania.
