The Winter School is a two-week postgraduate programme offering a broad range of courses on federalism and governance. It provides participants the opportunity to broaden their knowledge
in multilevel government and governance, especially from the perspectives of law and political science.
The 2014 edition of the Winter School will focus on the topic of “Federalism and Multilevel Constitutionalism”. Establishing, organizing and limiting powers are the core tasks of constitutionalism. In a post-national constellation, the fulfillment of these tasks takes place at different levels of government simultaneously. Debates about multilevel constitutionalism have focused mainly on the compound European constitutional system, which is formed by national
constitutions and the Treaties of the EU. There are, however, many other integrated multilevel constitutional spaces. From the perspective of federalism, it is important to include the subnational dimension as well, which is key in making multilevel systems work.
The Winter School 2014 explores from a multidisciplinary and comparative perspective how federalism contributes to the understanding of multilevel, integrated decision-making.
Case studies focus mainly on Europe but include also Asia, Africa and the Americas. Interactive group work sessions analyze its impact on several policy fields such as environmental protection,
health care and immigration.
The first week takes place at the Faculty of Law and the School of Political Science and Sociology,
Leopold-Franzens-Universität, Innsbruck, Austria;
The second week takes place at the Institute for Studies on Federalism and Regionalism, European Academy, Bolzano/Bozen (EURAC), Italy.
