Questions addressed in this course are: How should central and local government relations be shaped? How can basic services be delivered and economic opportunities be created in a conflict sensitive manner? We will distil lessons from cases in countries and regions such as Afghanistan, Sudan and the Balkans and discuss issues such as starting points for projects, timing, geography and the impact of our programmes on peace and stability.

This course will help you to:
- analyse the state of local governments and the local political economy in fragile countries;
- design and implement initiatives aimed at strengthening local governments;
- judge the impact of local governance and decentralisation on realising a sustainable peace and building state legitimacy;
- cooperate and coordinate with local governments, the private sector, NGOs and other stakeholders.
