Topic Multilevel governance in disaster management policy:Tracing the development of regional partnerships through the EU coordinating function

Abstract Coordinating the actions of actors at multiple levels of government is an increasingly important issue confronting contemporary public administration. Governmental responses to natural and man-made disasters represent "focal events” (Birkland, 1997) which galvanize the attention of both the government and the public simultaneously. The Chernobyl nuclear disaster or the Tsunami that hit Japan in March 2011 are two prominent examples of the importance of understanding governmental responses from a multilevel government perspective. One of the key issues in this regard is deciphering how governments at multiple levels are making the transition from contradictory to complementary systems of multilevel government (as described by Piatonni, 2009). In other words, how are these organizations overall effectiveness impacted in systems with dispersed authority? Using Social Network Analysis (SNA), this paper traces the evolution of a specific form of multilevel government; regional partnerships for disaster management in the EU from 2002-2011 theoretical construct of multilevel governance.
