Topic The capacity needs assessment of the WB public administrations - study conducted by ReSPA

Abstract In 2012, ReSPA has conducted the study related to the regional capacity needs of the Western Balkans public administration with an overall aim of using the results and the findings for future ReSPA work. In addition the overall aim included the intentionto disseminate and share the obtained information from the Capacity Needs Assessment (CNA 2013) with its ReSPA member’s states (Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia) and other respective stakeholders (EC Delegation, etc). The CNA assessment focused on the identification of the needs of public administrations in the ReSPA member states (MS), incorporating all program ReSPA activities (trainings, networking events, mobility schemes, comparative studies, conferences). The main findings for the CNA assessment highlighting the most required capacity development interventions and programs in the Western Balkan regions can by summarized as follows:
- Prior capacity development needs as perceived by the participants: EU related topics, Strategic management and planning, Project management and last but not least Law implementation
- Preferred forms of ReSPA programs/interventions are training, networking, but also mobility schemes and ToTs (train of trainers). The demand for longer-term programs, possibly with accreditation and in form of Master studies was articulated.
- Target groups for interventions were viewed differently by the participants –practitioners, new comers, specific subgroups were mentioned – but as most relevant target groups senior and top level civil servants of PA are identified.
