2.  Project purposes and goals 

 

The basic purpose of the project is the rendering of practical and methodical assistance to personnel departments of state bodies in realization of certification and competitions among civil servants. In the framework of the project, civil servants’ evaluation criteria drafts were planned to be elaborated by the following six blocks:

1.       Economics, investments and state property;

2.       Social spheres;

3.       Foreign relations;

4.       Legal services;

5.       Information and documentation support;

6.       Personnel-organizing work;

             

The experience of rendering methodical and practical assistance to selected state bodies, particularly, to their personnel departments in realization of certifications and competitive selection, was to be offered to other state bodies taking into consideration the elaborated evaluation criteria of civil servants according to aforementioned blocks. Thus, personnel departments of state bodies would be provided with necessary evaluation criteria of civil servants depending on fields of activity and categories of their positions. They would satisfy demands of the majority of professional interests and work requirements.

            The experience gained was also expected to be applied in courses of the Master of Public Administration Program at the Academy of Management and other institutes of higher education where civil servants’ training and re-training is carried out, and in preparation of proposals on alterations and amendments to the law “On civil service” and to the rules on realization of certifications and competitions, etc.

             

The plan was for the project to be implemented on the basis of one ministry, one agency and one local state administration. During the work of the project, the following tasks were expected be solved:

1.       Research of condition of performed work.

2.       Selection of a ministry, agency and local state administration, where practical and methodical assistance will be rendered.

3.       Elaboration of the methodology of rendering assistance (evaluation criteria, procedural issues, etc.).

4.       Rendering methodical and practical assistance to state bodies.

5.       Organization of number of workshops, roundtables, etc.

6.       Preparation of proposals and recommendations for the application of the gained results to other state bodies. Preparation of proposals on alterations and amendments to the law “On civil service” and to the rules on realization of certifications and competitions.

7.       Use of received results during research and gained experience of rendering the practical assistance in holding lecture and practical classes at the Academy of Management by the President of the Kyrgyz Republic and other schools for civil servants’ training and re-training.

8.       Preparation and handing in of the report.

 

3. Project realization

 

No problems occurred during the project realization. The project team actively cooperated with the government officials; the project implementation went as planned; and the project timeline was kept on target. All team members and other participants cooperated actively in the project and fulfilled their roles and responsibilities on time and with quality work.

 

4. Project outputs, outcomes and impacts

 

            As the tangible output of the project, the paper “Competitive selection and certification of civil servants in Kyrgyzstan” was prepared covering following issues:

1.       Evaluation of the situation in Kyrgyzstan Republic on issues of conducting competitive selection and certification of civil servants.

2.       Comparative analysis of the legislation on conducting competitive selections and certifications of civil servants in Kyrgyzstan, Kazakhstan and Estonia.

3.       Practical measures carried out during project implementation.

4.       Recommendations for further improvements of the competitive selections and certifications of civil servants in Kyrgyzstan.

4.1 Amendments to the Law of KR “On civil service”.

4.2 Amendments to the regulations on conducting the competitive selection and certification of civil servants of KR.

4.3 Improvement of the procedure of certification.

4.4 Enhancement of public awareness.

4.5 Establishment of the special authorized body for civil service.

4.6 Application of research results at the Academy of Management under the President of KR.

 

 

The main project outcomes to capacity-building of the Academy of Management are:

-          The teaching process for master and bachelor programs of the Academy of Management under President of KR was improved;

-          Lecture and practical course materials on “Theory and organization of civil service” were improved;

-          Additional opportunities for development of programs and materials for short-term vocational courses for civil servants were created;

-          Opportunities to conduct classes on the basis of actual problems of civil service with the involvement of students to their discussion and ways of solution were created;

-          Links between teachers-researchers and state agencies were strengthened.

 

On the level of the academy, the results received during the research also allowed the development of study cases for students of the Academy of Management by the President of the Kyrgyz Republic that consisted of the following elements:

a)      identification of blemishes and contradictions in the present legislation on civil service and rules on organization of certifications and competitions;

b)      elaboration of solutions for identified problems and blemishes;

c)       elaboration of steps for practical applications of proposed solutions;

        The developed study cases will be offered to other institutions of higher education where civil servants’ training and qualification raises are carried out.

            On the level of government the project results—the recommendations and proposals—made a definite contribution to enhancing the analytical support of the Civil Service Department of the government by improving normative and legal acts in the field of certification and competitive selection of civil servants.

The overall contribution of the project to the country is rendering methodical and practical assistance to state bodies, especially, their personnel departments, in improvement of realization of certifications and competitive selection of civil servants, thereby offering itself to further application of more democratic forms of work with cadres.
