Modern public administration in Ukraine - is a complex, multidimensional phenomenon, that gives special urgency to the question of consolidation of efforts of aspirants, doctors, searchers, civil servants, academics and scientists with the purpose of their joining to the process of search of contemporary approaches of development of social life in the context of formation and implementation of effective activity of public administration and local government.

That is why,  the solution of questions concerning of maximal preservation and enhancement of all the achievements and developments of the older generation of Ukrainian and foreign authoritative scientists in public administration, by virtue of their compliance with the global trend towards the integration of knowledge on the way of solving global challenges are acquired the great importance.

Today in Ukraine there exist three thousand doctors of science in public administration and one hundred one thousand PhD in public administration. Their association in Ukraine is an important criterion of its development with the help of which integration of all its most important resource elements, towards the achievements of socially important objectives, adequate to the changing environment, should be implemented.

With the purpose of consolidation, on a voluntary basis, leading scientists and specialists that are working in the sphere public administration with the purpose of effective use of their creative potential for scientific, technical, socio-economic and cultural development of country, for focused development of the public administration, for protection of their professional interests, for mutual coordination of research and for exchange of experience in a whole, Civic organization „Ukrainian Assembly of doctors of sciences in public administration" (further - Organization) was created.

Organization was created in 2015 as a scientific, non-profit, public, political, independent entity, whose activity is carried out in directions that are not forbidden by laws and subordinate regulatory acts of Ukraine and in accordance with the statutory tasks.

Organization started and successfully completed the following main projects and activities since the beginning of its existence:
-    executive secretariat responsible for the implementation of all Organizations functions and programs was established and further developed;
-    scientific journal «Public Governance»;
-    launched publication programmes for information, teaching as well as research purposes including proceedings from conferences, summer workshops and other events;
-    data base, which consist of three thousand of doctor of science in public administration and one hundred one thousand PhD in public administration:
- projects («My civic consciousness from the questions of prevention, combating of the corruption and crime in Ukraine», «Civil society and legal state: dialog and partnership», «Resource Center for public service and service in local government»
- other specialised meetings.

Plans for the future of our Organization lie in the plane of:
-    improving of  co-operation between various schools and institutes of public administration throughout the region, and between individual educators, students and practitioners in the field;
-    disseminating and encourage the utilisation of knowledge and practices developed by its members through co-operative efforts;
-    strengthening various partnership patterns to meet both supra-regional (international, East-West), regional and sub-regional challenges;
-    helping schools and institutes within individual countries at institution building, especially foster establishment of associations in the field at the national level;
-    using appropriate networking techniques such as web site, data sets made available to member institutions, newsletter, conferences and joint projects;
-    strengthening individual schools and institutes of public administration education and training in Central and Eastern Europe by an assistance adjusted to individual needs;
-    initiating quality assessment procedures (including accreditation) in the region and assist in their preparation and implementation at national level;
-    stimulating the engagement of young professionals in training and education by special promotion programmes;
-    facilitating the application of innovative ideas concerning administrative behaviour, specific technologies and regionally generated knowledge developed by member institutions in the regular operation of civil service;
-    helping to organise standing discussions for dealing with the ongoing public administration reforms of top executives, scholars and teachers at regional, sub-regional, national and local level.
    However, the Organizations potential of performance in the scientific and organizational planes due to integration and effective use of the achievements and innovations in the system of public administration depends on our cooperation.

Organization together with the Interregional Academy of Personnel Management and the Academy of Municipal Management, drafted Conception of creation of Project «Research Center for Institutional Development of Public Administration» (hereinafter - the Project). The aim of Project is providing a systematic process of creation, analysis, storage and dissemination of information resources and knowledge in the public sector by bringing together, on a voluntary basis, leading domestic and foreign scientists and specialists working in public administration. Thus, Organization plans to contribute the processes of development and reproduction of intellectual potential of society, the transnational exchange of scientific and technical achievements in the field of public administration.
Organization invites you to a frank exchange of views and harmonious interaction, by taking an active part in the implementation of complex of measures of creation and development of the Research Center for Institutional Development of public administration and use it as a kind of «platform» for joint efforts and complex information activities, in view of their compliance with the global trend towards the integration of knowledge in order to solve global problems.
International cooperation will contribute to the preservation and increase of the achievements and developments of Ukrainian and foreign authoritative scientists in public administration, by virtue of relevance of these processes to the integration of knowledge towards the solution of fundamental tasks of economic growth, social and cultural development, national security and others.

Scientific journal «Public Governance»
Organization, together with the Interregional Academy of Personnel Management, is a co-founder of scientific journal «Public Governance» and received Certificate «On making publishing entity in the state register of publishers, manufacturers and distributors of publishing products (received International standard numbers of books ISBN, which provide the opportunity to publish scientific monographs, textbooks and books).
In this regard, Organization invites you to alert on the pages of «Public Governance» about scientific refinement together with outstanding scientists of Ukraine and abroad, working in the field of public administration. The editorial board is formed with representatives of separate section, due to the  professional direction of each scientist, that facilitate esteemed readers and potential authors the process of application to members of the editorial board with the questions, comments and suggestions to materials about scientific cooperation.
The editorial board includes 55 doctors of science  from Ukraine, Poland, Georgia and Bolharyiyi.
