In search for practices that lead to excellent performance, EIPA and the Ministry of the Interior and Kingdom Relations of the Netherlands perform a multiannual benchmarking study (2022-25) to evaluate the effectiveness, efficiency, cost-effectiveness, satisfaction and trust of citizens, enterprises, and other relevant stakeholders regarding available products, services, provisions, and outcomes in ten policy areas in 35 countries.

The second chapter of the sub-study undertaken in 2022 evaluates the performance of public services in the area of social safety. It provides an overview of crime-related challenges, emphasising crime prevention and criminal justice strategies. It analyses quantitative data from various sources, encompassing indicators related to social safety, such as public expenditure, arrest rates, conviction rates, crime rates, and perceptions of safety.
