Presenter Abstract Public policy is the main instrument and means by which governments manage public affairs, and the economic prosperity, political development, and social progress of any society cannot be achieved without the guidance and regulation of a certain amount of sound public policy. The changes in the number and structure of mobile Internet users require the Chinese central government to speed up the construction of an integrated mobile government platform to better provide digital services and online services to continuously meet the needs of the people. This paper focuses on the challenges faced by the digital transformation of government and the development of e-government, takes mobile government services on the Chinese government website as a platform, determines the criteria of public policy failure through a literature review, constructs the relationship between e-government transformation and public policy failure through questionnaire research, and explores countermeasures and suggestions for innovative media integration models and approaches for mobile government services.
