Recent global challenges influenced the transformation of the welfare state in both well-established and transitional democracies (Pollitt and Bouckaert, 2017). Digital transformations take very different formats across the globe and influence strongly the way in which services are delivered to citizens (Pollitt 2012).
Governmental capacity, defined as "crucial to the success of the nations” (El-Taliawi and Van der Wal, 2019:246), returned to the attention of both scholars and the public in recent years. The determinants of administrative, policy, and governance capacity, arguably one of the most important characteristics required in coordinating societal response (Junjan, 2020), need additional attention on behalf of academia, particularly in the context of the challenges associated with the Fourth Industrial Revolution, tackling climate change, and the impact of digital transformations profoundly felt at the societal level.
The NISPAcee region has already experienced multiple waves of political and administrative turbulence in the last thirty years and has undergone very specific approaches regarding digital transformations. The sessions of our WG aim to explore the following directions:
1. What are the governance, policy, and administrative challenges experienced by the NISPAcee countries in light of the global challenges?
2. In which way are reform strategies, action plans, organisation and policy instruments updated in order to ensure resilient preparedness of the public sector, and what are the outcomes of this transformation process?
3. What lessons can be derived by the public administration theory from the empirical experiences of the NISPAcee countries and how can these lessons contribute to the further development of the field?
Successful applications can be submitted both in the format of a research paper as well as in the format of policy paper contributions. Research paper contributions must include the following sections a) a review of the relevant literature, b) a clear research question; c) a description of the methodology, and d) short discussions of the expected results.
For policy papers, the abstract needs to include a) the overview of the policy problem, b) a short account of the existent alternatives, and c) the proposed recommendations. A diversity of research designs and data collection methods are appreciated.
Contributors invited to join our sessions will have the opportunity to discuss their papers with the chairs, appointed discussants and invited participants.
From participants of this working group full paper is required before the conference.
