 Title  Current Use and the Potential Applications for Land Value Capture Applications
in NISPACee Member Countries

In recent years as government budgets have come under significant pressure, there has been a renewed interest in the use by governments at all levels in the application of land value capture tools.
Land value capture tools provide an opportunity for governments to finance infrastructure and other public benefits (expenditures) by levering public land and land value increases to supplement other revenue sources and consequently expenditures. They have been used extensively around the world most notably in North America, South America and to some extent in Europe especially the United Kingdom.
Renewed interest in the application of these tools have led to some recent literature detailing land value capture applications. Recently, OECD has published a compendium of land value capture applications around the world and researchers in Europe have published a book on land value capture applications in Europe.
The objective of this paper is to review the current application of land value capture tools in member countries of the NISPAcee organization and to make recommendations regarding opportunities where land value capture tools could be applied in these countries. This will be a general commentary and the proposed applications will be subject to local political structures, culture and market conditions.
The analysis will be based on the analysis of the current applications as detailed in the recent publications by OECD ( Global Compendium of Land Value Capture Policies , 2022), and Public Value Capture of Increasing Land Values Across Europe, JM Halleux er al ( eds) 2022, for countries that are part of the NISPAcee organization.
The review will be utilize on the applicant’s experience gained over the last thirty years undertaking work with the Lincoln Institute of Land Policy, assisting in the design of the OECD research, and personal experience working with authors on land value capture applications in Poland.
