 Title  Startup scene as the Philosopher's stone? - State's strategic level support for tackling today's challenges in Hungary

After the transition, in the formatted double-dependent market economy, rent-seeking is said to be the most logical coping strategy for companies in Hungary (György & Bank, 2014). Meanwhile, neither the digital public services for businesses nor SMEs with at least a basic level of digital intensity could reach the European Union average score (Digital Economy and Society Index, 2022). Based on today's wicked challenges and changing dynamics of globalisation, together with digitalisation-automatisation catalysed labour market realignment, stabilisation (and/or growth) of market economies becomes a crucial goal of counties. Though the active role of the state is not a new phenomenon or practice - not independently from the factors mentioned above -it is becoming again widespread in the scientific discussion (cf. Bouckaert at. al, 2022, Mazzucato, 2015, 2016).
Action points can differentiate based on the objective to be achieved. The research question of this paper: how the Hungarian state would like to achieve a "futureproof" economy by supporting startup companies at strategy level?
Selected aspect (startups) is based on their orientation to grow, dedication to growth, risk-taking, cooperation, openness for innovation, resilience (Trott, 2004), ability to boost the development of a region by using new technologies and helping economic growth in the knowledge-based economy, stimulates R&D based innovation, and encourage creativity (Lányi, 2017), therefore – with appropriate stimulation – they can help to achieve the targeted goals.
To summarise what strategic goals, this paper lists the targeted action plans related to startup companies in Hungarian strategies came to force since 2013, when the first dedicated strategy was under development (Runway Budapest 2.0.2.0. Startup Credo, which never has come into force), and compare them with startup associations' drafted requests of strategic and/or legislative level support.
The paper finds that although at the political communication level, many want to solve significant challenges by supporting startup companies, no startup strategies are in force; meanwhile, action points in entrepreneurship and innovation strategies meet just party with the startups' requests.
