Ecosystems are disturbed by resources exhausting due to the linear ‘‘take-make-dispose’’ economic model and/or waste disposal into water, air, and soil. Hazards are not anymore natural but traced back to ecosystem feedback on human activities. Awareness and resilience come first for a community to survive, then sustainability and welfare to prosper. These capabilities of a territorial system are managed by Public Administration. Adoption circular economy model is enabling all these capabilities.
This paper explores and synthetizes the research literature of the role of digital transformation of local public administration in adoption the circular economy for a territorial system. Digitalization is recognized as an enabler and a catalyst for creating circular economy. Improving data transfer and business models, improving awareness and knowledge for the components of a territorial systems offer better and wised decisions.
A systematic literature review method is used for a exploratory research as a qualitative approach. We identify, evaluate and synthesize the recorded works existed in the main journals databases and using PRISMA technics for advanced searches on key words and standardization of key ideas. As a result, a conceptual framework is designed for future researchers and policymakers using a holistic systemic approach based on the territory system management is provided.
This framework provides more focus on the strategies and tactics in digital transformation of Local Public Administration. The framework should also serve as a reference point in successfully developing strategies and measures to embed digital services in a territorial system. Future research directions are also proposed based on the conceptual framework that will help advance our understanding of role of public digital services and adoption circular economy model.
