With the further development of digital technologies, government transformation has entered a new stage. Digital technologies have changed the way people live. To satisfy the yearning of citizens for better lives and to construct and sustainably develop smart cities require further transformation of the government especially in the Public Service sector. In Indonesia, the digital government policy is stated as The Electronic Based Government System (SPBE) and regulated in the Presidential Regulation The granting of broad autonomy to local governments in Indonesia has made the digital transformation process in Indonesia somehow, uneven. big cities like Jakarta, Bandung, Surabaya, and Medan for example, will easily adapt to the fast-changing disruptions. However, in other regions of the country including urban and village far from “big cities”, the conditions are fall behind The proposed research corresponds with the field of government studies, public administration, public policy, and political science, more precisely the concepts of digital transformation and digital government As for this research, Qualitative and quantitative approach will employed, In order to address the research questions set for this research, primary data is used for collecting the related data. In particular, data related to every de?ned construct within the conceptual model for this study will be collected from people living in the Jambi City, Jambi Province, Indonesia by providing a comparison with Jakarta as the city with the highest digital transformation index in Indonesia today This research will deliver policy recommendation and Actions Proposals, for local government throughout Indonesia.
