 Title  Use of Good Governance Concept at the Policy Cycle Level

Social, political and economic changes in recent decades have demanded an adaption of ways, forms, mechanisms and levels of public governance (Farazmand, 2017; Kersbergen & Waarden, 2004; Thynne & Peters, 2015). These changes are visible both in theory and practice on national, regional and even global level. Common denominator of these changes represents the concept of good governance (Addink, 2019; Kersbergen & Waarden, 2004; Kovač, Tomaževič, Leben & Aristovnik, 2016). Good governance can be defined as an assembly of social, legal, organizational end economic theories and practices, administrative and managerial challenges. They form an inclusive and interdisciplinary approach focused on development of democratic, efficient, responsible and successful public administrations (Bevir, 2011).

But as literature analysis shows good governance can hardly be defined in a unanimous manner. Definitions, understanding and meaning of good governance can vary significantly based on different authors and area of its use (Addink, 2019; Rhodes, 1996). According to theory good governance can be understand in a broader sense as an approach emphasizing issues of democratic principles and human rights and in a narrower sense as an approach emphasizing issues of efficiency, management of public sector and regulatory framework of the state (Andrews 2013; Borzel, Pamuk & Stahn, 2008; Emerson and others, 2021; Robinson & Hout, 2009).

In a narrower sense good governance could or even should also be used for the analysis of public policy formulation and implementation. A lot in this respect has been done in development and environmental policies less in some other areas such as for instance industrial relations policies. Lack of such theoretical and practical initiatives could arise from absence of concrete god governance models for policy makers. Especially having in mind different origins and different understandings of good governance concepts such as World Bank, United Nations, OECD, European Union and others (Doeveren, 2011). Ambition of this theoretical contribution is to develop an OECD good governance model that would allow a broad usage in the area of public policy formulation and implementation. This way decision makers, public officials and other stakeholders will get a suitable tool for practical use in every day business.

First of all, in-depth theoretical research will be carried out to outline basic premises of the good governance concept on general and in the case of the OECD. Secondly basic premises of the OECD concept of good governance will be aligned with the basic phases of the public policy formulation and implementation. Findings of the first two stages of the research will be used to design a theoretical good governance model with clear basic premises and preconditions for public policy formulation and implementation. Research will be based on different research methods including but not limited to descriptive, historical, comparative and normative analysis using approaches of induction and deduction (Creswell, 2009; Neuman, 2014). Presented research will be a part of a broader doctoral research regarding development of the good governance model in the field of minimum wage policies and a case study based on Slovenian example of Minimum wage act.
