 Title  Comparative Analysis of The Sports´ Public Funding Systems Effectivity in The European Union

The study examines the effectivity of systems for financing sports from public funds in the EU countries. The aim of the research was to identify how efficient are these systems in achieving two public policy objectives for sport: supporting the population’s sporting activities (expressed as the percentage of the population active in sports) and supporting sports representation (expressed as the number of medals awarded). The sources for the comparative analysis were mainly in the secondary empirical data contained in the strategic documents for sport in the selected group of countries, Eurobarometer data which measured sporting activity in the EU population, data in registers for medals awarded in individual countries, and data from sports satellite accounts which contain the amounts of public funds invested in sports. A comparative analysis identifies the effectiveness of these systems – from the imput perspective of the sources – population of the countries and public funds invested into the sport. As the main tool for evaluation of the effectiveness was chosen the Data Envelope Analysis and its´ selected effectiveness models. Results showed that most of the EU countries are not efficient in usage of the imput sources/ they are not using the full potential of their sources to achieve the selected goals of sports´ public policies. Further research based on the study’s outputs will make it possible to formulate recommendations to improve these systems and also potentially improve fulfilment of the public policy objectives for sport.
