  		 Participatory democracy, network governance, and collaborative governance are ways of governing that have gained popularity both among scholars and policymakers over the last decades. The involvement of civil society organisations at different stages of policymaking is an important principle also in the EU and its Member States. Such involvement can take different forms, from a simple exchange of information (or even only one-way provision of information), to consultations, dialogue, to a partnership. Experience shows, however, that even in contexts where civil society involvement is officially and promoted, this is often limited to the level of declarations.
This paper addressed the problem of meaningful involvement of civil society in policymaking, focusing on the drug policy area. It is based on the practitioner experience of almost seven years of active work in the Civil Society Forum on Drugs – an expert group of the European Commission, created in 2007 on the basis of the Commission Green Paper on the role of civil society in drugs policy in the EU.
Based on my own experience, position papers, reports, and two days-long expert meeting in September 2021, the paper identifies existing barriers and challenges undermining meaningful civil society involvement in policymaking, such as lack of political will, the superficial character of the involvement, abuse of power, weakness of civil society. Subsequently, the paper describes the actions within the policy subsystem, which are necessary to create an environment where CSOs can be meaningfully involved. Finally, the paper also addresses the actions within the civil sector itself that CSOs’ representatives see as essential to improving the sector’s involvement in policymaking.
