Objectives:
The objective of this panel is to discuss and review the practices of the Policy Planning and Coordination (PDC) Systems, as a pillar of Public Administration and Good Governance. The focus of the panel is on practices of how policy planning and coordination is organised in NISPAcee countries and what the main implications, challenges and opportunities are. The scope of this panel goes beyond simple policy analysis methods and, in addition, concentrates on institutional, procedural, technical and capacity related issues on policy planning and coordination, regarding methodologies for situation analysis, results-oriented thinking, data generation and analysis, impact assessments, monitoring, evaluation and learning (MEL), standardised reporting, etc. in the public sector.
Ecosystem of Policy Planning and Coordination is one of the 6 pillars of the European Principles of Public Administration. The idea of European Administrative Space (EAS) largely stands on these principles. The degree of their application in practice is seen by the European Commission as an indication of the capacity of national public administration of a candidate country to effectively implement the acquis. Considering that such a systematic approach of PDC only appeared in 2014, the panel will bring together academicians and practitioners to discuss main patterns, challenges and achievements in this regard in terms of national PDC process as well as in terms of the EU integration process for some NISPAcee countries and beyond. The panel will also build on the European Public Administration Country Knowledge (EUPACK) research project – an initiative that enhances knowledge and understanding of the status and reform dynamics of public administration in EU member states. In particular, the Panel intends to further develop the EUPACK by exploring best practices and experiences in the areas of the Centre of Government (CoG) coordination; key management, budgeting and monitoring mechanisms; Policy making, coordination and implementation
Furthermore, the panel will contribute to modern Public Administration Theory which is still in the making. Analysis of the Policy Planning and Coordination, as a silo in Public Administration, in the light of existing three key paradigms of Public Administrations is also interesting for academia. The panel will review the policy planning and coordination practices against concepts such as centralisation/decentralisation, needs-based holism/evidence-based approach and technologies in order to test current main theoretical assumptions of the public administration (such as NPM, DEG).
The panel calls for theoretical papers as well as papers describing practical experiences of introduction of the PDC in the national public administration system, covering, but not limited, to the following topics:
- National policy making and planning system: challenges, innovations and existing pillars for resilience.
- Challenges/best practices of policy planning aimed at achieving government objectives in kilt with existing financial resources.
- Challenges/best practices in producing understandable and publicly accessible government decisions.
- Approaches to quality of legislative drafting, regulatory management and co-ordination especially vis a vis acquis transposition.
- Practical solutions and best practices of NISPAcee countries in PDC.
