For the 30th edition of the NISPAcee Conference, the WG on Public Administration Reform in CEE and CA met in an in-person and online format. The papers presented during the sessions addressed the following questions:

1.How do governments presently organize their response capacity along the state,  policy, and administrative dimensions in order to increase their crisis response capacity and build back better?  

2.To what extent do they update their reform strategies, action plans, organization and policy instruments for ensuring future-proof resilient public sector and with what visible outcomes? 

3.What are the lessons to be learned by the public administration theory from the empirical experiences of the transition countries and how can these lessons contribute to the further development of the field? 


Fifteen papers were scheduled in four sessions (all fours sessions conducted in a hybrid format)) enjoyed vivid debates of a regular group of 15 core-participants. The sessions were grouped around the topics of institutional characteristics of reforms and resilience and crisis response.
