Presenter Mihaela Victorita Carausan Abstract The pandemic has tested all national health systems, and many structural weaknesses and vulnerabilities have been exposed. Because European national health systems responses differed from one country to another based on their capacity to respond, the European Union involvement had an essential impact. We will examine whether and how the response of European governments to the pandemic Covid-19 augmented resilience, healthcare delivery and endorsed health system reform. We want to identify relevant government, health system and budgetary documents published from March 2020 to the present through documentary analysis. The pandemic common issue had in these last years different national approaches and based on them we will try to answer our main research question: Do the European governments have the capacity to act together to a common global health issue? Different national policy documents show increased policy rhetoric and intent to implement reform, demonstrate policy alignment with and budgetary allocation to public health care systems, and implement key innovations. Moreover, national health systems response to Covid-19 offered us a unique opportunity to understand the government efforts to reform during a global pandemic. Therefore, the study has European and international significance and will enable health policy development and the public system transformation.
