Abstract  
  		 Slovakia is an example of a Post-Communist European country which had to cope with an extensive multi-dimensional transition in the recent three decades. One of the most challenging transition tasks was a departure from traditional, highly authoritarian and strictly hierarchical public administration and adoption of modern public administration based on principles of democracy, collaboration, and efficiency.
Establishing regional government as a new element in the public administration system of Slovakia has consisted of politically turbulent processes. Although the first efforts leading to introduction of regional governments occurred in Slovakia immediately after so-called Velvet Revolution (in 1989), approval of crucial legal provisions did not happen before 2001. In addition, despite introduction of this new self-government element in the public administration system in 2001/2002, political as well as expert discussions focused on this topic have not been stopped, and one can see clear tensions between various stakeholders even nowadays.
I offer identification of epistemic communities, instrument constituencies, advocacy coalitions, brokers, and policy entrepreneurs who have played important roles in certain stages of the whole process. I also employ a multiple stream analysis in order to uncover their mutual relations and explain their interests, intentions, and achievements as well as loses. Data for analysis were collected by means of a set of semi-structured interviews with former decision makers and policy makers. In addition, a content analysis focused on both legislative documents, policy documents, and expert opinions offered important data, too.
