Title	Are fiscal policies in Romania pro-cyclical?

Abstract	There is a vast literature on economic cycles and policies that can either encourage or limit them. In this paper, we analyze the fiscal policies in Romania in recent years. Most authors support the idea that in developing countries, such as those in Central and Eastern Europe, where Romania is located, there are multiple pro-cyclical policies. We want to see if in Romania, taking into account the period of economic reconstruction after 2007-2008 and continuing until the shock caused by the situation with Covid-19, we can identify these pro-cyclical policies and what would be their effect. The methodology starts from Frey and Schneider's (1978) approach. We are testing the Efthyvoulou (2008, 2012) model, which argues that the adoption of fiscal consolidation policies in pre-accession to the European Union period has not prevented the emergence of political business cycles but has reduced the partisan effect on fiscal policy outcomes. The goal of this paper is to identify if there are pro-cyclical fiscal policies in Romania during last 30 years.
