The prolonged COVID-19 pressure on our societies stretched the resource pool allocated for crisis management. Different theoretical frameworks were used to design crisis management interventions at the regional and national levels. Nowadays, many new and old perspectives are popularized in this increasingly politicized crisis management approach. Policies were created, new structures were activated.
The paper aims to analyze the extent to which crisis management in Romania considers the social amplification of risk, understood not as a model but as a conceptual framework. Under the leadership of the Romanian National Committee for Emergency Situations, authorities relied heavily on information campaigns to influence the population to adopt a particular behaviour. Within these campaigns, crisis management professionals are using, in various degrees, either injunctive social norms (what is commonly approved or disapproved of) or descriptive social norms (what is frequently done). In addition, mandates/fines and limitations are used to force the adoption of adaptive behaviours. By not taking into account the social amplification of risk, they neglected one of the most important secondary effects on laypeople - apathy and distrust in leading authorities. The “amplification” of risk, intensifying or attenuating signals about risks through the so call individual stations of amplification as well as social stations of amplification will be analyzed for the last Covid-19 Omicron wave in Romania. The result will inform the design of the crisis management programs for a nationwide crisis and the regional and local ones.
