 Title  Off-budget operations in Czech cities: Extent and transparency

Abstract  
  		 Entrepreneurial activities of municipalities are according to Czech budget rules not a part of the budget. The specification of entrepreneurial activities is not standardized and leads to various practices across Czech municipalities especially regarding revenue from the sale and renting of property. The extent of the issue is significant as 53% of rental revenues, 28% of revenues from sale of immovable property and 14 % of repair and maintenance costs were recorded off-budget in 2020. At the same time, the information disclosure regulation deals predominantly with budget and the explicit disclosure requirements are lower for the off-budget operations.
The purpose of the paper is (1) to map the praxis in the 27 Czech statutory cities, (2) to identify the extent and character of the operations undertaken off-budget and (3) to compare information disclosure regarding budget and off-budget operations in the regulation and in the analyzed cities.
In order to achieve the first two aims, there will be designed, calculated and explored a set of indicators based on the budgetary and accounting data provided by the Ministry of Finance (database Monitor). The third aim will be attained through literature and legislation review and survey of key budget documents (approved budget and year-end report) provided on the web pages of the respective cities.
