 Title  Implementing Gender Responsive Budgeting in Western Balkans - the case of municipality of Patos (Albania)

Local government budgets have a potential to highly influence the lives of their constituencies and ensure that needs and priorities of all are equally represented in their policies and budgets. Existing literature agrees that this can happen when budgetary processes are legally clear, well informed and equally numbered.
GRB is a tool developed to analyze gender equality policies and their implementation and to ensure budgets are not gender-blind. This dimension, as we are going to show in the paper, has been emphasized in the national legal framework in Western Balkans countries. Despite the existing literature demonstrating that WB countries have adopted appropriate legislation, there seems to be a gap in the process of implementation and existing situation. To help understanding why Western Balkan countries seem to have challenges in the implementation of their gender policies and what might be some of the pitfalls, our paper will concentrate on the case of GRB implementation at local level in the municipality of Patos in Albania. Using content analyses, secondary data analysis (Medium term local Budget analyses) and semi- structured interviews with key stakeholders, we are going to give a clearer overview through analyzing these challenges and suggest some ways to overcome the gaps and meet the expected targets.
