Abstract

The problem of the formation of values, including professional ones, is a topical timeless interdisciplinary problem studied by various social and humanitarian sciences. The position of J. Raven, who included the concept of value in the content of competence, is extremely important.
Among the competencies of specialists, he singled out initiative, leadership qualities, effective work based on cooperation with other team members, honesty, responsibility, perseverance, etc., which are essentially values.
The lack of these competencies leads to a decrease in the quality of work and to the professional unsuitability of the employee.
The system of values is formed in the process of socialization of the individual and continues to form in the process of professional training at the university.
The main goal of the professional training of a future specialist is the development of his motivational sphere (professional value orientations of the individual) and, on its basis, the formation of the operational sphere (professional knowledge and professional abilities).
But in the learning process there are problems: the lack of a model of professional values for specialists in certain areas of activity; ignorance of the system of values of modern students and their changes in the situation of transition from offline education to ubiquitous online education in a pandemic situation.
At the same time, teaching modern students living in the era of digitalization of education and IT technologies requires modern innovative technologies of training corresponding to the needs of students and the quality of education.
The author of the article monitored changes in the assessment by students of the Department of Personnel Management of the Faculty of State and Municipal Management of the main values, teaching methods, chosen profession, attitude to religion, family and friendship, participation in public life, prospects, etc. in a prosperous learning situation in 2018- 2019 academic year and the situation of the pandemic crisis in 2020-2021.
The author has always used interactive technologies in all her 11 academic disciplines for bachelors, masters and in the system of advanced training for civil servants, which form not only professional competencies and professional behavior, but also professional values.
In the situation of forced online learning in 2020-2021, it was necessary to translate business and role-playing games, discussions, project methods into an online format.
But the transfer of interactive technologies to the online does not always give a positive effect of the offline format and may reduce the quality of education.
According to the results of studying each discipline of the author, students take exams to test knowledge; write essays analyzing achievements and omissions in the formation of professional competencies and professional values; participate in a questionnaire to assess the quality of education and satisfaction with interactive teaching methods used on-line.
All of these areas of research will evaluate the changes in the values of students in a situation of digitization of education and pandemics.
