Meeting of the Working Group on Local Government

Main theme of the conference: "Citizens' Engagement and Empowerment - The Era of Collaborative Innovation in Governance"

11 papers were presented in the frame of 3 working group sessions:

WG 1 had three sessions on Local Government, of which two physical and one online.
Several interesting papers were presented during the physical sessions by Laszlo Kakai on centralisation and decentralisation and the optimal size of municipalities; by Tibor Lazlo Busko on the role of mid-level government in Hungary; Stanislaw Zakroczymski on administrative supervision of local government in Poland and CEE; Pawel Sianiewicz with a review of evaluations on municipal territorial reforms (amalgamations); Roxana Marin, Romania on eroding representation and low turnouts in local elections; and Vilma Tubutiene, Lithuania on determinative factors for trust in local authorities.

As for the online session, five interesting papers were presented in total, namely a paper on municipal fiscal capacity in Slovenia (Irena Baclija presented this), paper on the Czech experience with bottom-up driven inter-municipal cooperation (Marek Jetmar), paper on recent municipal reform in Russia (Elizaveta Kuznetsova), paper on relationship between climate change awareness and responses in Slovakia (Veronika Tóth), and paper on inter-agency network for regional education policy in Estonia (Kersten Kattai).
