To support sustainable regions and cities and their smart development, tailored advice in the preparation of smart development strategies is needed. Moreover, investment platforms can play an important role in facilitating better access to finance, through the aggregation of projects that would otherwise be too small or be too risky to access the finance needed. Investment platforms are flexible, which allows the government entities to focus on delivering dedicated financing structures, co-financing or risk-sharing arrangements, which channel public and private financing into several investment projects. In this regard, co-creation also can be considered as a vital of this process.
Co-creation is a form of collaborative innovation: ideas are shared and improved together, rather than kept to oneself. It is closely connected to – and mentioned alongside – two other buzzwords: ‘open source’ and ‘mass-customisation’.
Defining the smart development solutions relevant to a city involves studying the actual interactions that citizens have with the city, leveraging the city's natural strengths, and co-creating the smart city vision and roadmap to align all constituents.
The proposed paper will discuss the Identifying and addressing the barriers to municipal investment and weaknesses in the municipal investment planning process needs to go hand in hand with identifying investment opportunities. This article will show obstacles to CESEE municipalities’ infrastructure investment, any planning and coordination bottlenecks as well as their sources of finance. Next, we assess the health of local fiscal balances in CESEE as well as the use of EU funds in financing regional development.
The focus of this topic is to encourage researchers, as well as practitioners, to concentrate on the various areas of cultural policy and their impact on collaborative governance development. The paper also will look for answer for the following questions. What are the key barriers and opportunities of good governance and citizens’ rights in cultural policy agendas and arenas? What are the key impacts of cultural policies at the level of collaborative governance?
