Abstract
The intractable problem of insecurity in Nigeria in recent years has prompted policy makers to consider a paradigm shift of community involvement and collaboration of citizens in policing and general security matters. Community policing is a relatively new concept in the Nigerian security landscape which is being introduced as a draft legislation in the National Assembly. The Bill seeks to repeal the Nigeria Police Act Cap P19 Laws of the Federation and to enact the Nigeria Police Act 2020 which provides for community participatory policing in the prevention, detection and resolving of crimes and criminality. However, policing and law enforcement do not operate in a vacuum but are contingent on the political, social, economic and cultural contexts. This study is therefore, aimed at examining the community policing strategy as a panacea for enhanced security using the contingency theory as a framework. The study will assess the community policing model to be adopted, the expected benefits and the envisaged challenges.
The study will adopt a case study design with the Federal Capital Territory,(FCT), Abuja,as the case. The study population of the territory is 3,564,126 (NBS, 2019). A sample size of 384 will be drawn using Krejcie and Morgan sampling formula and a stratified sampling procedure in order to ensure representation of the various strata of the population comprising of the civil society, public servants, police officers, business community , religious leaders, community leaders, youth organisations and NGOs. Data will be collected through survey instruments of questionnaire and interview of the respondents. Descriptive statistical method will be adopted to analyse the data. Recommendations will be made based on the findings of the study.
