After 29 years of successive military dictatorships, Nigeria returned to sustainable democratic governance in 1999. As a system of government, it is deeply rooted in law. The regime change was expected to enshrine the rule of law and guarantee the safety of the citizens. Two decades and two years into democratic governance, there have been growing concerns over excesses of security agents, extrajudicial killings, armed robbery, banditry, kidnapping and general threat to the safety of the citizens in Nigeria. The objective of this paper is to examine the significance of the relationship between adherence to the rule of law and safety of the citizens in Nigeria for the period 2000-2019. Date will be sourced from the MO Ibrahim Index of African Governance, as published by Mo Ibrahim Foundation. The data will be presented in tables and analysed using descriptive statistical tools. The hypothesis will be tested using Pearson Correlation Coefficient. Recommendations will be made in view of the findings of the study.
