Abstract

The outbreak of the 2008 financial crisis has led to major economic changes in Europe; in the literature, a new term emerged that attempted to explain the different responses to the crisis: economic resilience, with the four interdependent components: resistance, recovery, re-orientation and renewal. The present article analyzes regional resilience at the level of the 41 counties of Romania, for the period 2005-2018. The methodology used involves building a composite index, using DEA, starting from GDP, employment and time, on two periods: first, resistance (1-3 years) and second, recovery and re-orientation (3-7 years). Subsequently, based on the hierarchy of the Romanian regions, we analyze the factors of influence: initial economic development, economic diversification, human and social capital, and we established that the economic diversification, initial development and the level of education are of higher importance, and population and social capital, less important.
