Introduction

Systematic literature reviews (SR) represent a standardized way of compiling with evidence when, on the basis of predefined criteria, they identify and summarize all published scientific (but also a gray area) literature. In this sense, the SR method has great potential in designing evidence-based policies, but its usage in practice may not be straightforward. Not all areas of public policies where policy-making may be based on evidence are suitable for usage of the SR. It is not possible to say that SR is universally applicable. There are, however, areas where the conduction of the SR can help to formulate an appropriate policy.

Usage of SR in policy formulation may be seen only in rare cases in the context of Czechia and more broadly also in the CEE region. The topic has significant implications for practice, as more frequent usage of SR in policy formulation may lead to better policies in the region. Moreover, results of SR may be shared between countries with similar policy context.

Aims

This paper will briefly present a common methodology of SR and will detail the possibilities of application of outputs from SR in the field of evidence-based public policymaking.

Paper will further present a view of policy practitioners on the possible use of the SR format in EBP making and the barriers to its use.

This paper aims to provide with practical implications for policy practitioners which can help when choosing to apply the SR as a basis for EBP, or whether conducting a brand new SR or contextualizing published one.

Methods

The theoretical part will be based on relevant articles and will map the use of SR format in evidence-based policymaking.

An empirical survey among policymakers will be carried out, focusing on the possible use of SR format in EBPM in various areas of public policy and on possible impediments of such practice.

Findings

SR is not yet recognized by many policymakers as a possible basis for evidence-based policies. Also, policymakers and other stakeholders pointed out some limitations of the use of SR in evidence-based policymaking, which are in line with previous reports. Finally, practical implications for better applicability of systematic reviews in evidence-based policy making and strategies to overcome identified barriers are discussed.
