Providing cybersecurity in digital space is one of the important issues in public services using information and communication technologies. In global world the digitalization of services provided is intensively developed and implemented. Ensuring the security of personal data of citizens is a critical issue at both local and national level of any state. Citizens of Kazakhstan should be aware of the critical importance of personal data, but the lack of certain knowledge and awareness of citizens about cyber threats leads to an increase in cyber-residents in the country. In order to minimize the negative consequences in cyberspace, it is necessary to work to eliminate the illiteracy of citizens while using online services. Kazakhstan is developing and introducing digital services. Ensuring security in cyberspace is a pressing issue not only for Kazakhstan, but for other developing and developed countries as well.
The sources for determining the level of cybersecurity and digitalization in Kazakhstan will be used indicators National Cyber Security Index, Global Cyber security Index, The IMD World Digital Competitiveness Ranking.
Aims and objectives. The purpose of this study is to identify the quality level of digital services provided for citizens of Kazakhstan, a degree of public confidence in ongoing projects in the framework of digitalization and cyber security in the country.
Based on the above mentioned objectives, the following tasks are characterized:
- defining digitalization and cybersecurity;
- analysing the current status of digitalization and cybersecurity in Kazakhstan;
- identifying the main issues affecting the development of digitalization and cybersecurity in Kazakhstan;
- predicting and identifying possible factors that can influence successful development of digitalization in the future.
- providing practical proposals to improve the quality of digital services in Kazakhstan, a list of activities to improve computer literacy and cybersecurity awareness of citizens as well.
Research Method and Results. In this study, both qualitative and quantitative research methods will be used. In order to identify the level of public awareness about cybersecurity and the introduction of digitalization in Kazakhstan, an online survey will be conducted among the population. The survey will be conducted directly among users of digital services, that is, an online survey through the Google docs tool. Empirical and theoretical analyzes will also be conducted.
Additionally, questions will be considered about the importance of public confidence in the implementation of the state program "Digital Kazakhstan".
At the same time, the adopted regulatory legal documents in the framework of the implementation of cybersecurity and digitalization of Kazakhstan will be reviewed and analyzed. In addition, international experience of successful countries in the implementation of digitalization and cyber security issues will be studied.
Based on the results of the analysis, practical recommendations will be proposed that may be useful not only for Kazakhstan, but also for other countries that are introducing and developing digital technologies. It is assumed that the results of the study will be of interest to post-Soviet countries, since these countries have a common history of the formation of the independence of countries that were formerly Soviet.
The information received from respondents is strictly confidential and anonymous. They will be used only as a part of the study and for publishing a scientific article on the quality and safety of digital services in Kazakhstan.
