 Title  Assessment of the Need for Public Servants in the Formation and Development of Anti-corruption Competencies in the Learning Process

Corruption is one of the most important destructive factors of a systemic nature, operating in the conditions of modern government, is always hidden, unfolding as an antisocial activity, seizing almost all social strata of society.
It significantly complicates the positive dynamics and order of economic and socio-political transformations in society and the civil service, undermining citizens' confidence in government.

The existing system of formation of anti-corruption competence of civil servants of the Russian Federation along with positive experience, scientific, educational, human potential is not without certain contradictions that do not fully ensure its compliance with the growing demands of society and the needs of public service in modern personnel.

There is an obvious and serious problem related to the contradiction between the content and forms of training in the advanced training programs for civil servants of the Siberian Federal District and their real needs in the development of anti-corruption competences.
The author of the article in the years 2016-2018 in the Siberian Institute of Management conducted research to identify the real needs of civil servants in anti-corruption competencies. The study involved more than 700 civil servants who were trained under the program "State policy in the field of combating corruption"
The study revealed the awareness of civil servants on anti-corruption issues, their specific requests for additional knowledge and skills, the development of anti-corruption competencies.
An assessment of the satisfaction of civil servants with the forms and methods of training, the content of training programs; identified difficulties in the implementation of anti-corruption activities in government.
The results of the study allowed the university to adjust the content and methods of training in advanced training programs, taking into account the current needs of civil servants. The study continues annually with new groups of civil servants who have arrived for advanced training.

In the report, the author will consider the problems of training civil servants, assess the effectiveness of various forms and methods of training civil servants in the process of advanced training in organizing anti-corruption activities in government.
