 Title  Electromobility in Poland: From Strategy Building to Practice

Abstract  
  
The Polish government has presented in 2016 some new strategical fields of general social and economic development, known as “strategy for Responsible Development”. One of the pillar of these strategic documents is the strategy on implementing electric mobility, encouraging higher use of alternative fuels and increase the number of electric automobiles. The full implementation of the strategy presents as its aim to lessen air pollution and establish innovations in the field of transport, but seems not to be based on any assumptions, which would evaluate from evidence based strategy building. The main goal is to cause that 1 million of transport means (“automobiles”) will be present on Polish roads until the end of 2024. However whether this target will be achieved is questionable, because it seems that the ambitious aim has not been calculated on proper basis Even the definition of “ automobiles” is not clear. The main question of the presentation will be: has the goal been established due to all requirements of efficient planning? Have the methods chosen to establish the goal been selected properly? Will the obligations and duties put on the public sector be enough to reach the goal? How will this influence local governments and its services?
The legal provisions so far require for example that at least 30% of the public fleet should be electricity. But does it cover only car and busses or other vehicles (like: grass- mowers, sprinklers, snowblowers etc) as well? What should happen to newly bought busses, which could be in use for many years, if not the new strategy. How can the public procurement requirements help to reach the strategic goal?
