Abstract  
  
The background:
In all current public administration paradigms the quest for efficiency and effectiveness is formulated. In order to meet target values for key performance indicators, researchers recommend to use a proper management framework, a system, or a style, what should enable to deal with complex public affairs. Among them is ISO 9001 Quality Management System (ISO 9001 QMS) as one of the most recognised, proved its usefulness in private business. The scholars noticed that pursuing new solutions requires resources such as money, people, which are – in case of public administration – limited. The notion about organisational resource capacity (or shortly organisational capacity) is especially crucial for local government as possessing less resources comparing to regional and national public administration bodies. This matter is especially important for public administration in developing economies. Therefore we will illustrate this issue on the example of Polish local government.

The research objective:
The aim of the paper is to present the answer to the research question about relations between resources related to organisational capacity and implementation of ISO 9001 QMS in local government.

Material and method:
Our material constitutes data about number of ISO 9001 QMS implementation in local government units (powiats and gminas) in Poland coming from the survey conducted in 2015 with 77% rate of response. We obtained supplementary data from Polish Local Data Bank. We used statistical tests to check what resources determining organisational capacity are correlated with the implementation of ISO 9001 QMS. We look at human resource (number of employees per 10,000 inhabitants), skills (share of employees with higher education in the number of employees, share of employees in managerial positions in the number of employees), money (income per 1 inhabitant, expenditure per 1 inhabitant, share of investment expenditure), and complexity of the structure (local government units per 10,000 inhabitants).

Findings and Conclusions:
Our findings allow to confront assumptions about significance of resources necessary for using such advanced managerial solutions like ISO 9001 QMS. We used the Mann-Whitney test, the Kruskal-Wallis rank sum test, and the Dunn-Bonferroni post hoc test. In the case of powiats, we have not confirmed the significant importance of the resources under consideration for the implementation of ISO 9001 QMS. On the other hand, in the case of gminas, we pointed to the significant importance of selected indicators concerning human resource, skills, money and complexity of the structure. We also observed differences in the importance of the resources under consideration in the case of dividing gminas into urban, rural and urban-rural gminas.

Value added:
Our work as theory-testing research impairs common assumption about significance of resource availability as we specify that not all are equally important. As we proved only a few conditions are statistically significant (the list of them we will provide in a full paper). Our study develops the resource-based theory for implementing management system through indication of constraints and facilitators. Moreover, this study contributes to change management theory in local government as analysing resource requisition for modernisation using managerial solution represented here by ISO 9001 QMS.
