 Title  Modernisation of HR Management Practices in Georgian Public Organisations in the Prism of the New Law on Civil Service

PA reforms conducted in Georgia during 2004-2009 resulted in establishing civil service, close to the NPM by its overall philosophy. Intensive process of agencification, which aimed at bringing business-like management into public organizations have led to development of the Legal Entities of Public Law, (LEPLs) quasi-business agencies under the executive organs, delivering public services to citizens. Various studies confirm the quality and effectiveness of the LEPLs, mainly due to the simplification of bureaucratic procedures, e-Governance and business approaches to the citizens' satisfaction. But full scale institutionalization of NPM revealed considerable shortcomings. Thus the new Law on Civil Service, enacted on July 1st 2017 aims at shifting to the career model, which applies more regulations to line ministries and their LEPLs by limiting their flexibility and controlling internal HR processes. Such an approach endangers the ability of LEPLs to provide quality services. The proposed paper discusses challenges brought to the agencies by new HR regulations, namely regrading recruitment, promotion and staff evaluation. The qualitative study was conducted in the HR departments of 18 LEPLs under different line ministries and the primary data collected on the attitude of the HR managers toward the new law and their expectations regarding the envisaged challenges.
