 Title  Inter-regional cooperation in waste management, new trends in Moscow and the Moscow Region

For over two decades the Russian government has led multiple legislative reforms in the environmental sector with the intent to provide more efficient municipal waste management processes. Recently new policies have been introduced in the wake of increased urban population growth and the attendant rise in solid waste generation. The sudden spike in generated waste has further exacerbated the already weakened waste infrastructure and currently poses serious environmental and health risks for communities residing within close proximity to waste disposal sites. For years the urban planning system has situated landfills and incineration sites at the periphery of the Moscow municipality - in the Moscow regions. This study provides a comparative analysis of the inter-municipal systems currently operational in Europe and Russia, as well as an overview of the recent trends in inter-regional waste management cooperation between the Moscow municipality and the Moscow region administrative agencies, it reviews the policies driving this partnership, the connection of waste collection and disposal transport routes between these regions and accesses the validity of the partnership output. Research methodology applied comprises observation methods, review of legal, administrative, and operational documents, focus group surveys, and descriptive analysis in data interpretation. The paper further provides insight into the working relationships amongst various stakeholders within the Moscow solid waste management sector. Key issues and challenges associated with inadequate waste processing technology, urban planning, municipal solid waste management policies, and landfill localization are also discussed. Finally, recommendations are presented towards more efficient waste management processes and symbiotic inter-regional administrative cooperation.
