Presenter Valeriia Vysotckaya Abstract The institute of the government has always been a special economic subject which participates in the economic life of society on a large scale. Today, governments in developed countries spend between one third to almost two thirds of GDP in the form of public expenditures (see for example World Bank data). The role of government in economy and society is not only about spending, there are more types of government intervention into economic and social affairs. countries. Disputes have been going on about the role of state, about positive and negative impacts of different types of its interventions. The typical government intervention is regulation. In this article we plan to focus of regulation of foreign trade. The positions of scientists to this function can be, with simplification, divided into three normative options: protectionism, free- trade and a mixture of the two, this means that there is no consensus about the scale and forms of state regulation of foreign trade. The goal of this article is to deliver literature review summarizing existing positions of scientists to state regulation function in the area of foreign trade. The method follows the goal - we plan to review the sample of minimum 50 scientific articles, available on line, from most important international databases and sources on the topic.
