Presenter Gennadii Riabtsev Abstract The evaluation of implementation of Ukraine’s international commitments in the oil sector was conducted. For the needs of this study, a list of 11 benchmarks has been developed. Each benchmark includes outputs, outcomes, a rating scale, and weighting factors, if necessary. The use of these benchmarks enabled to assess the progress of Ukraine in implementing the commitments in the considered sector. These commitments are highlighted and secured by the Association Agreement with the EU and other international documents. The evaluation showed that there is no government system to monitor fulfillment of commitments, and the Ukrainian government shows its insufficient strategic planning ability. As a result, Ukraine’s progress in the fulfillment of commitments was rated as 32 out of 100 points. Ukrainian oil sector policy evaluation was also conducted. It showed that there are not minimum stocks of crude oil and/or petroleum products. Ukrainian government did not make conditions for granting and using authorizations for the prospection, exploration and production of hydrocarbons. There is no effective system for monitoring of the quality and safety of petroleum products. The negative impact of motor gasoline and diesel fuel on human health and the environment is not limited enough.
