New-Weberianism claims versus New Public Management scenarios in reforming CEE and CIS countries pertain to a highly motivating debate where scholars and practitioners alike questioned the existence of or suggested steps for best good governance building.
 
For the 22nd NISPAcee Annual Conference, Working Group IV welcomes papers challenging the existing governance patterns and institutional designs of public administrations across Europe and Central Asia. It especially encourages researches that tackle regional conundrums such as: legitimacy of the old PA structures and their carryover effects and effectiveness of EU enlargement criteria and reform reversal trends in New(er) Member States.
 
Our aim is to bring together empirical researches and theoretical models for analysing reforms that are socially relevant and add up to the policy agendas across the investigated regions. We particularly welcome high quality works addressing the following key themes:

• New-Weberian governance arrangements in CEE and CIS regions;

• Effectiveness of PAR;

• Good (enough) governance building.

 

Contributions analysing single and multi-country settings, employing both quantitative and qualitative design and research methods, are expected. Papers will be accepted with regard to:

• Theoretical overviews on PAR

• Interesting case studies in PAR in CEE countries

• Interesting case studies in PAR in CIS countries

• Longitudinal research in Public administrative reform in CEE and/or CIS

• The impact of the common legacy of CEE and CIS countries on PAR

• Relevance of recommendation points for practitioners.

 

A selection of these papers will be considered for the proceedings of the conference. Publication in a joint volume on Comparative PAR in the region is also envisaged.
