CONCLUSIONS

Two universities in Latvia, the University of Latvia and the Latvian University of Agriculture offer bachelor’s sub-programmes and master’s programmes in public administration. These programmes are popular in Latvia, especially the University of Latvia’s master’s programme, which currently enrolls one hundred and eighty students in the first year and one hundred and ninety in the second year. Most students and graduates are employed either in the central government, local governments or NGOs. There are some courses offered on European and comparative topics (for example, “Foreign Political Systems and Governments” in the master’s programme in public administration), but in the future these offerings must be expanded.

European Union Policy and Latvia and European Union courses are taught at the Latvian University of Agriculture. The European and comparative dimension in public administration research is taught and research by the Department of Public Administration of the University of Latvia and some other institutions, but in the future such research must be expanded. The University of Latvia participates in the Academic Joint European Project “Interdisciplinary EU Master’s Programme in the Baltics” in collaboration with the University of Tartu and Eurofaculty.

At present, although the “Europeanisation” of Latvian PA programmes cannot be described as extensive, Latvian universities have taken significant and tangible steps towards expanding the comparative and European dimensions of public administration curricula.
