INSTITUTIONAL SETTING

Public administration programmes are taught at the University of Latvia and the Latvian University of Agriculture. Both are leading institutions of higher education in Latvia with highly qualified teaching staff.

The Department of Public Administration was opened at the University of Latvia’s Faculty of Economics and Management in 1994. The department is responsible for a bachelor’s sub-programme in the “Organisation of Local Government” and a master’s programme in “Public Administration.” In addition to the lecturers of the Department of Public Administration, lecturers from other faculties, including other departments of the Faculty of Economics and Management, participate in teaching the bachelor’s and master’s programmes in public administration.

BA and MA programmes in “Regional Development and Administration” are taught at the Latvian University of Agriculture’s Faculty of Economics. In 1968, the Faculty of Agricultural Economics was established in Jelgava. In 1992, it was transformed into the Faculty of Economics. Programmes in the “Sociology of Organisations” and “Public Administration” are offered by the Latvian University of Agriculture’s Institute of Humanities by the Department of Social Sciences.

In addition to these degree-granting departments and institutions, some departments and institutions that teach some PA courses but do not offer full programmes. The Department of Political Science and the Riga Humanitarian Institute of the University of Latvia have included “Foundations of Public Administration,” “Local Governments,” and “Public Policy and Administration” courses in the political science bachelor’s programme. Vidzemes University has proposed “Public Administration I and II” courses in the political science bachelor’s programme. “Public Administration” is also taught by Eurofaculty.

The Institute of International Relations of the University of Latvia offers some courses (“Management,” “International Economic Organisations”) connected with public administration in the “International Economic Relations” programme and in the economics master’s programme (sub-programme “International Relations”), e.g., “Management” and “International Economic Organisations.”
