THE EUROPEAN AND COMPARATIVE DIMENSION

University of Latvia

The following optional courses with a European and comparative dimension are offered in the bachelor’s programme of the Faculty of Economics and Management:

Students may choose elective courses in “European Law” and the “Law of International Organisations” through the Faculty of Law. All of these courses are regular and are taught by local lecturers. There is no separate course with a comparative European public administration dimension in the bachelor’s sub-programme.

The master’s programme includes a mandatory course, “Foreign Political Systems and Governments,” which predominantly concentrates on Europe. Taught by Janis Penikis, Honorary Doctor of the University of Latvia and Professor of Indiana University, South Bend, the course includes the analysis of political systems and governments in England, Germany, France, and the United States and describes the structure and functions of the European Union.

In addition to specialised courses, the European and comparative dimensions are included in courses such as “Local Governments” (bachelor’s sub-programme), “Organisation of State Administration and Local Governments” and “Public Law” (master’s programme). “Organisation of State Administration and Local Government,” for example, includes the following aspects of the European and comparative dimensions: public administration reforms in developed countries (United Kingdom, Sweden, Finland, etc.), new public management, the European Charter on Local Self-Government and the role of the European Union in the development of regional economies.

The “Public Law” course explores issues such as public law in other countries (compared with Latvia), the law of economic administration in Germany, etc. In recent years, European and comparative courses have shifted focus and increased questions about the European Union as political-administrative system.

The University of Latvia participates in a Joint European Project “Interdisciplinary EU Master’s Programmes in the Baltics” in collaboration with the University of Tartu and Eurofaculty. Since 1993, the University of Latvian has hosted Eurofaculty programmes in the courses of law, economics, political science, and public administration. Project participants proposed that research should now be extended to the post-graduate level with increased focus on European integration issues and calls for organising an Institute of European Integration Studies within two years. The new programme will deliver master’s graduates (Master’s of European Studies) with expertise in politics, economics, law, and public administration relevant to the EU and to Europe in general.

Latvian University of Agriculture

“European Union Policy” and “Latvia and the European Union,” taught in the bachelor’s programmes of the Latvian University of Agriculture, are regular courses. The Faculty of Economics is responsible for teaching “European Union Policy,” and the Department of Social Sciences, Institute of Humanities, for teaching “Latvia and the European Union.”
