RESEARCH

Research in the area of public administration is limited, and the current economic difficulties of the country have affected science as well. The state is busy solving immediate issues rather than strategic ones as a result of limited financial resources. There is little state-solicited research, and publications are scarce. There are a few specialised research centres operating within the university system, with research activities conducted by lecturers.

Armenian School of Public Administration

ASPA conducts research and offers consulting services in the following areas:

The Public Service printing house was founded by ASPA in March 1999. Several books on public administration have been published recently and, in addition, some books focusing on the public administration experience of European countries have been translated into Armenian (SIGMA Papers 1, 16, 21 and 22).

American University of Armenia

AUA’s Centre for Policy Analysis (CPA) conducts multidisciplinary applied research in social, political and legal fields to assist Armenia’s transition to a democratic state. The Engineering Research Centre conducts research on technological problems relevant to the economic development of Armenia. The Environmental Research and Management Centre has developed a Geographic Information System for Armenia. The Legal Resource Centre is building a collection of print and electronic legal materials in the fields of comparative constitutional and financial law.

Non-University Institutions Conducting PA Research

The Economic Research Institute (ERI) of the Ministry of Finance and the Economy is focused on the problems of economic regulation. Its fields of research are:

The Management and Economic Reforms Institute (MERI) of the government was founded in 1992. The institute was subordinated to the Ministry of the Economy in 1995 and to the Ministry of Privatisation in 1997. Until 1997, the institute’s primary activities were designing draft laws and structural reform plans for the public administration system. After the Ministry of Privatisation took over, the institute shifted its priorities to improving the privatisation process and state property management. The institute’s research is presently less focused on public administration reforms. In general, the European and comparative dimension in public administration research is rather limited.
