INSTITUTIONAL SETTING

Only the School of Public Administration offers public administration degrees in Armenia. However, it is also important to mention American University of Armenia (AUA) and the Yerevan State Institute of National Economy (YSINE), where public administration has its place in the curricula. In other institutes, public administration is included – to some extent – in law, political science and management programs.

Armenian School of Public Administration (ASPA)

ASPA is active in four primary areas:

The subjects taught in these departments are integral to the PA program. The Department of Political Science comprises six members of the teaching staff, two of whom are full-time ASPA faculty members, the legal department of eight and one, the public administration department of fifteen and seven, the economics department of eighteen, and one is a full-time faculty member.

Yerevan State University (YSU)

Public administration is currently taught within three faculties of Yerevan State University: the faculties of law, economics and political science. The Faculty of Law was founded in 1933 and has five departments. The economic aspects of public administration are taught in the Faculty of Economics. The Department of Political Science was founded in 1989, and the field is a comparatively new science in Armenia. After the department’s was founded, an option was established wherein students pursued the first three years of their studies in the Faculty of Philosophy and the final two years in the Faculty of Political Science. Though there are no separate programs, numerous PA related questions are included in various programs.

American University of Armenia (AUA)

The idea of creating the American University of Armenia arose in 1989. It was made possible by the support of the Armenian government and two major institutions in the United States: the Armenian General Benevolent Union (AGBU) and the University of California. On 23 September 1991, Armenia declared its independence. On that same day, AUA began teaching with one hundred students enrolled. Public administration is taught in the Graduate School of Political Science and International Affairs as a six-quarter graduate program leading to the degree of master’s of political science. The program is professionally-oriented and gives students broader skills and analytical perspectives to function effectively in government service as future diplomats, administrators, policy analysts and researchers.

Yerevan State Institute for the National Economy (YSINE)

YSINE was founded in 1975 on the basis of the Yerevan State University’s Faculty of Economics. The institute prepares economists in several specialisations. The economic and organisational aspects of PA are taught mainly in the Faculty of Management. In 1999, a five-year program leading to a bachelor’s degree in public and municipal administration was established within the Faculty of Management, Public and Municipal Administration.
