 Title  Performance Measurement of Energy Policy at Supranational and National Levels: The Case of Slovenia

The paper attempts to explore and compare the performance indicators in the energy sector in Slovenia with those of other EU member states under the common regulation framework. This sector encompasses the most important targets of the EU and Slovenia as its member state concerning sustainable development, such as a reduction in energy use, which implies improvements in energy efficiency, and environmental targets to lower greenhouse gas emissions in conjunction with a rise in renewable energy sources. Slovenia, like other member states, has to meet the planned targets. The research provides an overview of performance measures and factors to improve energy efficiency in Slovenia (i.e. performance-based budgeting) and compares them with measures and directives introduced by European authorities. Thus, our aim is twofold: 1) to identify the most prevalent variables/categories of policies in the energy sector in the EU and Slovenia; and 2) to link the budget funding to results with the main performance indicators in the energy sector in Slovenia. The results show that Slovenia is lagging behind other EU countries regarding the major performance indicators of energy policy. This reveals that the government in Slovenia should improve its position on energy policy, which ultimately can be reflected in the competitiveness of the whole economy and beyond.
